Depends on what you consider safe. Safer than Rio and Sao Paulo yes. Safer than New Orleans, New York and D.C. yes.

Recife has more murders per capita than either Rio or Sao Paulo. That said, you are probably in no more danger than you would be in any large city in the world that has a large number of tourists visiting. Use common sense and be aware of your surroundings at all times.

you are never safe. especially as a "gringa" in Brasil. Recife is one of the most dangerous cities in Brasil.

Ive been there a few times, never had any problems, but it´s advisable to be aware.
