Dear John,
I am glad to hear that you have an interest in moving to Rio de Janeiro, considered by many one of the world's most beautiful - yet (I know!) violent, unequal - cities. With regards to your question as to whether there is "decent" housing in Rio, I would like to advise you that there is no right or wrong answer to this very subjective question. It really depends on what you think a "decent" house would be. For this reason, I think your question was rather stupid.
We, in Brazil, do not think white, feather-light, cardboard-style houses, with thin, shallow walls and ugly wood fences are decent. Nor do we think golden door handles and faucets, so common in US households, are decent (actually, we think they are quite ugly!). Also, it would not be considered "decent" in Brazil to build kitsch suburbs where all houses looked the same with alternating colour patterns to make them look unique. But we do respect the fact that Americans find them beautiful and call them "a dream" - the American dream. As I said, it is all very subjective.
Concerning Brazil, houses there can be amazingly luxurious, with hydro-massaging Jacuzzis, large swimming pools and Italian marble floor or very indecent indeed, as is the sad case of the "favelas" (slums). It all depends on how much you can afford to pay. Google some pics of rich (and poor!) neighbourhoods in Rio and you'll know what I am talking about.
Finally, if you didn't like the tone of my answer, I do apologize. However, in this case I shall suggest you think twice before moving to Brazil, since educated Brazilians do not normally tolerate the arrogance of the average, ignorant, red-necked American who's never been abroad.
