Tracking someone from Brazil?

I have the address for a relation who resides in Rio de Janeiro, but wish to contact him by phone or e-mail. Any ideas of how I go about gaining this information? The best way to do it, is to contact the USA embassy in Rio De Janeiro by email or telephone as they will have a register of US citizens living in Brazil and they can then contact him for you and get him to contact you or pass on the sad news.
