Mrs. Obama rules!
The best time to visit Rio is when you are ready to experience a wonderful time in a magic place!!! I've been in December (New Year) and in late January and I've had a wonderful time both times. Rio is quite magical as a city, so my best advice will be to go whenever you feel ready to feel the city's beat.
There are two major events in Rio: December 31st is New Year or Reveillon and believe me, nothing compares to be standing on the beach of Copacabana, with million of people all wearing white and looking at amazing fireworks.. it was just magic!
Then you have Carnaval which takes place between February or March (depending on the Easter calendar but I haven't been there as I am not really a fan of Carnaval.

The Best time to Visit Rio is between the months of Nov to march. This is the most active an alive time. It is Summer then and all of the people from all over Brasil come to celabrate New Years and Carnival...........

The name Rio de Janeiro is due to the fact that the city was discovered in January and it has a large bay gave the impression that it was a river.
Best time depends a lot.
Brazil is big and to generalize like that is hard.
Southeast where Rio and São Paulo are has it´s summer beginning December and ending in March.
That does not mean it´s the best time to visit, since it gets VERY hot.
My favorite time of the year is... now.
May has amazing days, not too hot, neither cold (well it´s never cold in Rio, where I am)...
We are in our Fall, but we do not have seasons very distinctive, specially fall.
Thats my opinion, regarding where I live.
Amazon region (north) is suffocating in the summer, very humid.
Brasilia, the capital, it´s very dry in the winter, dryer than the desert sometimes.
The south can get a bit cold in winter, but nothing compared to winters in the North of the US/Canada or Europe...
Northeast, by the coast has nice weather all year long.
Inland is very dry.
hope it helped

Why visit it during those times when you can visit it during the low season when everything is cheap and worth the money plus airfares are less expensive this is the time I head to club help and get my moneys worth woooooooo!

If you like summer: December, January or February 40°C. Now in may it is 22°C here, we are going to winter. July, June is a little colder for Brazilians. We have only fine coats we don't need to have really coats because Rio is heat our winter isn't very cold. I am Brazilian and I live in Rio.

Look, the name RIO DE JANEIRO in english translation means the JANUARY RIVER. If you want to know why is the Rio get this name, the best solution is to visit him in January. Of course in this time there is not masquerade but it is south side of the Earth, there is summer in this time and you can enjoy on Copacabana or some other exotic place. Have a nice trip, good amusement and successful work. Best Regards and veradisca! Neven.
