Who serves the best bolihno de bacalhao in Brazil?
The 'Rei do Bacalhau' in Rio´s Tijuca area is very famous.
In Salvador, Bahia, on the Pelourinho square there´s a famous restaurant as well.
With the large portuguese influence in Brazil, I´m sure you will find many spots.
Overall, I think Rei do Bacalhau is the most famous.
Every year "O Globo" newspaper makes an election of the best "PÉ SUJO" (dity foot, which on a loosen translation would be UK´s Greasy Spoon) and elects the best Bolinho de Bacalhau, the best CHOPE (draft beer), etc...

In Rio it is Bacalhau do Rei on Rua Marquês de São Vicente, Gávea
great bolinhos and also some Portuguese desserts named "pasteis de Santa Clara"
ANother one I recommend is the bolinho de bacalhau from a bar named Picote, on Rua Marquês de Abrantes, Flamengo
