I think that the key difference is that in Brazil the local governments tolerate the favelas and allow them to exist.
Most of the local governments in Brazil really don't care who builds what, where and how. It is kind of a free for all there.
In the USA most local governments require that construction be permitted to licensed contractors who are under many strict controls such as zoning, building, seismic, mechanical, electrical, environmental & life safety codes.
If any new or existing buildings in the USA do not meet critical codes, they would be condemned and either demolished or upgraded to meet code.
The USA neighborhood shown in the photo you posted is probably under even more controls such as a neighborhood association covenant. These covenants can dictate to you what color you can paint your house or even how long you can let your grass grow! |

The economies of the country can be differents, but there are neighborhoods in United States as poor as of the Brazil. That's an ufortunate reality.

Its a very large country you can see both in brazil, the more south you go, then the more rich the economy. In the north the economy is very bad and many times the people are very poor. We have both residential, the very well protected and clean and also the dirty looking ones.
There are very rich and there very poor, it's well known that in the south people are more educated because it's more industrialized and in the north it's much less because many still farm for a living, and the climate is very harsh for farming.
It's for the same reason why there are good neighborhoods and bad neighborhoods (or projects) in the US.
Brasil is a developing country, its still dealing with government corruption but things are going to get better. |

If you are talking about the quickly constructed types of houses in your picture, the short answer is that per capita GDP is lower in Brazil that it is in the US and the supply of housing has fallen behind the population growth in the big cities.
But if you are talking about the decline of some of the old residential neighborhoods, that can largely be explained by the migration of people into high-rises. This presumably was caused in part by fear of the high levels of crime ten to twenty years ago. As a sign that some of those fears are declining, there are lots of renovations being done on houses in the neighborhood I am living in (Parque Mandaqui in Sao Paulo). If you substitute "suburbs" for "high-rises", you could say many of the same things about cities like Chicago. |

North Americans buy out of their reach, place too much emphasis on the material and superficial, seem to love to get into credit debt and live way beyond their means, and are also extremely ostentatious.
On the other hand, Brazilians care about their families, their friends, and having good times.

Only 6% of brazilians live in shanty-towns. The majority of our population is middle class, and Brazil is the 9th largest economy of the planet. Brazil has a high HDI.
And, according to the news, 100% of americans are ugly and obese serial-killers. Save the planet! Destroy USA!!
There´s nothing worst in Brazil that seeing an American tourist. You treat us like animals, you think our women are prostitutes... It´s always offensive to see you in our country. Stupid.
