She needs a letter of permission giving your mother permission to take her out of the U.S. It must be signed by both parents and notarized. |

Make sure you have an emergency form signed that gives your mom permission to seek medical care in case of an emergency. As long as you have all of her paper work there should not be any problem. |

You will need a consent letter from parents allowing your friend to travel. Prepare a letter of consent from the parents and mention your friends name, passport number, current address and the address at the destination. The letter should also say that the parents are giving your mom permission for take their daughter on a vacation. Don't forget to put the dates you are planning to be there. Pretty sure it is a go. I go across the Mexico border once a year. Same story. Just put your mom as a gardian when you cross.
You can be 16 and driving, and if you have the passports and stuff you could get across all by your self, so you should be fine. |

Yes you can as long as you have all that stuff. i went to Canada with a friend when i was a minor. there was not a problem. |

yep she can go as long as everyone has passports and you should bring a letter of consent from her parents.... here's a website that explains:

It's really best to simply ASK legitimate sources.
With all that is going on in the world you don't want to have any problems.
Give a call to your Canadian Consulate, that is what they are there for.
OR....even the public library!
They would know!
