Pretty much, it is much more common than you would think, in fact almost in all of Canada French is a mandatory second language class in every school.
And as far as Quebec goes, Montreal is the only city where you can get by without speaking any french, everywhere else in Quebec is completely french speaking. Living in Victoria, I have had many people tell me that if someone were to ask them what is the most french speaking city in Cnaada they would say Montreal, which is not true at all. |

A minority in Canada, but a majority in Quebec.
Hence the major political issue in Canada. |

We are all minorities in some context.
Within Quebec...no, they are not a minority
Within Canada in general...yes, they can be considered a minority. |

Depends on which part of Canada your in. In the region of Quebec, where quebec city and montreal are, just about everybody can speak french and even signs and stuff are in French. However, just about everywhere else in Canada French speaking canadians are a minority. |

over all in Canada yes, there are about 6 million people whose first language is french and 26 million whose first langauge is english or other
In quebec french constitutes a majority of 80% even higher outside Montreal. In New Brunswick about 35-40%. But in western provinces it is a small minority. By the time you get to BC (Vancouver) only 3% report first langauge as french whereas chinese, indians and vietnamese and other asian backgrounds are upwards of 35-40%. |

By law French is considered equal with English, but overall in Canada English is the majority and french the minority. In Quebec though, French is the majority with english the minority. |

In every province but Quebec, yes.
In Quebec they are the majority.
In Canada as a whole, they make up about 30% or less of the population. |

Because everyone takes French in school, really, all Canadians could be considered to be a little bit French speaking. And most people who speak French fluently also speak English. There are only a very tiny number of people who only speak French in Canada.
As a Quebecer once said to me:
"We all learn English now because Leno is not shown in French" |
