Montreal - by far. Montreal is a party city. There are just as many people downtown at 3:00 AM as there are at 3:00 PM. The dance clubs are open, the restaurants are open, and the people are out in full force having a good time. Fashion, dance music, good food are always in vogue in Montreal.

And Montreal is a safe city. And unlike major American cities there are no problems walking the streets at night.

Without a shadow of a doubt, it's Montreal (Even though I'm from Toronto, which isn't bad either). But Montreal knows how to throw a party.

Montreal, legal drinking age is 18 there.
I'm 18 and I'm from Toronto, and if you don't have a fake ID I wouldn't recommend coming to Toronto.
A lot of people I know for their 18th birthdays/or at some point when they are 18 hit up Montreal to party.

If you go to Vancouver, you have all of the best clubs lined up together- club hopping at its finest! Its also the warmest part of Canada in the winter, with highs of 9 degrees celcius right now... so you can dress up however you want and not freeze in the snow! (it'll save you $$ on coat check too)
