"Minors travelling alone must have proof of citizenship and a letter from both parents detailing the length of stay, providing the parents’ telephone number and authorizing the person waiting for them to take care of them while they are in Canada."

Those are the rules for entering Canada. A minor is anyone under 18.

You should check with the Canadians. They have several Consulates in the US, pulse their Embassy.

Also remember that you need documentation to reenter the US, you can call the Customs service, Their website is http://www.customs.gov/

Yea anyone can go to Cananda by themselfs you just have to walk across the boarder that is it there is no "boarder patroll".
