It depends where your coming from, if it's the states then yes you new your passport, if your already in Canada you must have your birth certificatehttp://www.ppt.gc.ca/index.aspx?lang=eng

You are going to have to apply to get a birth certificate. You need your birth certificate plus a drivers license, and photocopies aren't acceptable . The term copy occasionally gets thrown around, but the really mean "official copy" or "original copy"

Here is the link explaining WHTI, there is no difference between if you are American or Canadian, or what direction you are crossing the border.

United States Passports are now required for entry into Canada. As of 1 January 2007, you wll now need to present a valid Passport to Customs when entering Canada, and returning to the United States by air. You won't need one for overland crossing until 2008.

you do NOT need a passport to drive in to Canada until summer 09 but you must show a government issued photo ID like a drivers license , and proof of American residency such as a birth certificate

BUT if your flying in to Canada you must have a passport

from what i understand, for U.S. citizens, birth certificates are no longer acceptable for border crossings. Only passports will be accepted.
