Ummmm no...if its an incoming call you wont be charged any differently than if someone who lives down the street from you calls you..if that uses up minutes on whatever plan you have thats all you'll be charged with...
If you call your cousin on the other hand then you would be charged international calling rates-it depends who initiates the call..

You can use a cell phone like any normal phone to call whoever you want.... you may need to have international calling activated on your phone as that costs more per minute and its not always available right away from every company... some companys like cingular require you to phone in and have it added like a feature
