A US resident can drink in Canada, if he/she is of the legal drinking age. The legal drinking age in Canada is 18 or 19, depending on where you are.
Underage drinking by 16-17 year olds under parental supervision is permitted in Manitoba

HELL YEA! But you need to be 18 in Alberta, Manitoba, and Quebec, and if you want to drink in any other province or territory you need to be 19.

As long as you are legal age while you are in Canada it doesn't matter what passport you carry. It's our laws that apply while you are here.

Sure, when travelling internationally, you abide by the laws of the country you are currently in. So if thier drinking age is 18, you only have to be 18 to drink while your there.
On a sidenote i believe this is a popular activity amongst underage youth that live close to the us-canadian border, they go out to bars etc across the border.
