The answer depends on the country of origin and the nature of the crime. If a person were convicted of subversive activities, for example, against a country known to violate human rights, then it might be OK.
If you came from the USA or the UK, for example, with a conviction like that, the answer would be no.
By the way, I'm assuming you're American because you used the term "convicted felon". No American has ever successfully claimed refugee status in Canada.
You may be eligible for a pardon in your own country. If so, get it before you try to come ot Canada. |

If they are Canadian citizens, yes. If the are not, they will be deported once they serve their time. If they are trying to immigrate, it depends on what the conviction is for and whether the felon has shown any signs of either remorse, or recidivism. . |
