In the past, this was so. Then they started asking for birth certificates.

Soon you will need a passport, or a government ID card they are trying out that's like a passport for North America.

umm... i live in michigan by the border. they say they want your birth certificate and drivers lisence (though it's changing in 2008 (i think) to a passport) but in all honesty, the many times i've crossed the border they've never asked to see anything. they just ask your residency, the purpose of your visit and wave you along. well, me. you might look shady or something and get cavity searched. i wouldn't sweat it though, even if you don't have your birth certificate they'll probally just yell at you.
