As far as I know, anyone who is under extreme political duress in his or her native country can apply for refugee status in another country.

But you have to prove to the country of destination that staying in your own country is extremely dangerous for you and your family. I think what you are aiming for is an asylum.

According to a news show I saw within the last five days, there are an increasing number of Americans that are doing that. They are people that do not want to go or go back to fight in Iraq or Afghanistan. None have been sent back yet. It gave the impression that the Canadian Government was unsure of how to handle it. It has allowed the Americans to register as refugees. Many have brought their families with them. In the past Canada has let Americans dodging the draft ( during Vietnam War ) stay there and did not hassle them.

It kind of depends on where you are from. From the USA to Canada.. sorry but you aren't in any danger here. Refugees are people in danger by their government.

I'm not sure but I know that their putting a stop to illegals who are crossing the borders. They are now forcing you to go back.
