Technically yes you can. You just may not be able to return to the States. The new rules apply to U.S. citizens so you should check the rules for re-entry for non-citizens.

It was possible up until January off this year.........

but now the answer is NO. A passport is required for all travel outside of the United States, including Mexico and Canada. Silly rule if you have both Canadian citizenship and a Green card but its the law.
