If youre talking about immigrant visa, try to find out the procedure in its respective places. Try to search the " visa in canada" and go to the place where you are. In the middle east, it is in UK where we can send our application and I think, there's no problem in submitting it personally because youll have to pay big money for the filing. Check it out.
