Canadian government equals South African one regarding racial profiling?

I got astonished when I read this article:

"Visible minority", according to Canadian government: "persons, other than Aboriginals, who are non-Caucasian in race or non-white in colour". It's interesting to see how arbitrary and simplistic is the Canadian definition of what is a "Caucasian in race or white in colour" person. Among the "visible minorities" options are "Arab". Apparently, the Canadian government ignores that Arabs are indeed Caucasians, the great majority of them. Apparetly, the Canadian government ignores that many Arabs are white in coulor and can't be distinguished from a Southern European. Apparently, the Canadian government ignores that a large percentage of Latin Americans are descendants of Europeans, and naturally those can't be distinguished from Europeans. An interesting question is what makes them different from Europeans so that they receive the non-white, non-Caucasian status. Any Canadian here to explain?
Additional Details
Perharps, a white Latin American is less Latin American than other Latin Americans, is it? What about black Latin Americans, to what group they belong? Blacks or Latin American? The same question about black Arabs.

I think Racial profilling is rubbish !!
Many people who look pure white can have mixed back grounds.
Racial profiling of anytype and trying to prove one culture is whitier than the other is garbage and is used by people who need to feel superior about themselves
Anyways Canada is more acceptting of diversity than many other countries ..including the USA

This is a prime example of where a little information taken without complete knowledge, context, and cultural and historical background can be totally misinterpreted.

For your information, Gustavo the term "visible minority" is not one of negative racial profiling in Canada.

It is used in fact to BENEFIT those that do not fit the definition of caucasion. You see in Canadian society, anyone who can prove that they are a member of a visible minority, gets extra benefits and consideration in hiring.

I agree with you,Gustavo,BUT Blacks are treated better in Europe than in Latin America.My mom is black women from France.Black people are treated better in England or France then in say Columbia,Costa Rica,Cuba,Venazuela or Mexico.

Here is one thing to take into consideration, on a job application they do not ask you what your race is, or if you are of Hispanic decent. Every single job application I have filled out in the US as well as every other single form I have had to enter my race and been asked if I was of Hispanic decent.

Well first you have to understand that if you fit the description of non white it is easier to get a gov't job with great benefits.

So racial profiling is the study of situations based on race. Most agencies do not do that except for meeting job quotas for the hiring in the gov't.

So where is this racial profiling???? a description does not mean profiling....
