I think you would save more money in Winnipeg because the cost of housing especially is so expensive in Toronto.

Toronto is the most expensive city in Canada to live next to Vancouver but you won't make as much money.

Winnipeg would have cheaper rents.

Check online for apartment rentals in Winnipeg.

Winnipeg would be cheaper but probably not by that much, cost of living in Winnipeg is lower but is like -50 in the winter

I would say Winnipeg because I'm currently in a fairly big 1 bedroom apartment (approx. 700 sq. feet) in the south end of Winnipeg and pay $650/month. My rent includes electricity, water, and heat. So for you, that would be already a $200 saving. There are also cheaper one bedroom apartments in the city. It can get cold in the winter but there are also fun activities in the city to participate in.
