Absolutely! Up here it is called "permanent residence" or landed immigrant. You will need an immigration visa. You must be eligible for a visa by being within at least 1 of 3 classes. The three classes are:
1. Family
2. Independent/Skilled Worker
3. Business Class
Typically they love to have people who will not speak English, who will likely live off of Canada's wonderful welfare system and people who would rather enjoy a "Club Fed" prison system rather than the system in their own homeland. But you must be careful as to what crimes you will commit (see iii below).
Canadian permanent residents/landed immigrants and citizens enjoy all of the same rights and privileges (i.e. free health care, free elementary and secondary education, etc.) with three (3) exceptions:
(i) Permanent residents cannot vote;
(ii) Permanent residents cannot hold a Canadian passport;
(iii) Permanent residents can be deported for certain criminal convictions. |

Sure but you need a purpose to stay. If you work here you'll need to pay Income tax too. Careful though becuase you can be sent back any time if you are not following the rules. |
