Generally speaking, yes ... as others have stated.
However, there are exceptions for some direct imports sold as imports, such as I shop at an Italian Market where most of the products are labeled only in Italian; and some of the Chinese stores sell products labeled only in Chinese, etc.

Legally, packaging of products sold in Canada must be French and in English. However, products made in Québec to be sold ONLY in Québec may have packaging in French only. (And occasionally, in Montréal-area specialty stores, especially specialty food stores, you will find imported goods with American labeling, in American English (following American law for nutritional and ingredient labelling) or American English and Spanish. I assume this is deliberate, with the fall-back plausible deniability defence should there be citations being that the producer shipped them by mistake).

Canada has two official languages (English and French).

Any product documentation MUST be in both official languages ... and in any OTHER languages deemed appropriate by the local municipality. This may include (but is not limited to): German, Polish, Italian, Russian, Czechoslovakian, Dutch, Spanish, Mandarin Chinese, Japanese, and Indian (both native North American languages and India itself).

All products travelling to Canada should be in French and English, but there are exceptions to this law. Check local legeslation to the area you are shipping to through the Town Council as you may be able to get around that law.
