Do most people in Quebec speak English as well as French?

The official language of Quebec is ONLY French. But most people in the areas around the two major cities, Montreal and Quebec City, speak both languages fluently; however some primarily French heritage people will not admit that to tourists from English-speaking countries until they (the tourists) at least try to speak French first.

In the countryside, especially north and east of Montreal, except for border areas one is far more likely to meet people who do not know any English.

Ironically, geographically, most of the province of Quebec is more English speaking (the vast northern wilderness inhabited by Cree and Inuit is much more English fluent than French fluent).

Short answer yes, I have been to Quebec before and they can be very difficult with you when they find out you speak english but you will find most can speak both

Their official language is French but most legal documents, signs and displays have a mix of both English and French.

They do because they are French, but they are also Canadian because they live in Canada. The most common language spoken in Canada is English. So that is how people who live in Quebec know French as well as they know English.

I haven't been there but everyone I have met from there has been able to hold a conversation in english. Some know more words than others but I believe most people from Quebec speak and read english.

Some of them speak English.

Some do, some don't. It depends, do you mean the province or Quebec City? As far as I know, around Quebec City and Montreal, anyone working in restaurants or stores or wherever has to be bilingual. I'm from more northeastern Quebec and you don't have to know English there, but around the places where they get more tourism there are plenty of English-speaking people. Hope that helps.
