As of June 1, 2009 you will require a valid passport or approved alternative (passport card, enhanced driver's license) to enter the US by land or sea. Until then you require, if over 18, government issued photo ID and an official birth certificate. If under 18 then you will require only an official birth certificate.
Notice that I said entry into the US. It is not Canada that has put these regulations into effect, it is the US Department of Homeland Security that has instituted these new regulations as a result of 9-11.

The new portion of the law about land and sea travel goes into effect June 1, 2009. As for the why, they've been working on having a more secure border at least since 9/11. This portion of travel law is just the latest implementation of that effort.

Before June 09, you don't need it when traveling by land and sea.On or after June 09 you'll need a valid passport regardless of how you're traveling.

simply because they are different countries, going to a place where your are not a citizen requires you to have visa or at least passport. Because you cross the border, you will be under of a new law. You need to prove your identity to them.
