Colin B
Canada is a very large country with many sources of fresh water, some areas may have hard water, but it differs from municipality to municipality.

Imaka
Depends on where you are. Some places have very hard water because of the minerals.

no

Shaunikki
it was probably the shampoo, the water is the same as America

kavekarst
Yes. Not everywhere. The best thing to do is buy French
style milled soap that lathers easier. Ditto, shampoo.
The water only gets dicey when industrial waste becomes
an issue as it formerly was along Niagara River.

I never had a problem with my soap or shampoo. It must just be the products you were using maybe?
