Vancouver is on the Pacific Ocean and the Pacific STream keeps it warm all year round. While it is snowing and cold in Central and Eastern Canada, Vancouver can be golfing and home owners cutting the grass. Having said that, it can get cold and this past winter was the worst on record, but on average, the winters are mild and seldom goes below freezing (while Central Canada is -40C).
The real nice weather (beach going, sun tanning . . real summer) is from June to end of September. I have been on the local beach in mid October as well middle of April. July and August is definitely hot.
I have a swimming pool and have it open from first week of June until last week in September. If I wanted to spend money on Natural Gas for my pool heater, I could keep it open about one month longer on each side of summer.
I lived in Saskatchewan, travelled extensively the past three winters doing contract work in Northern Alberta and there is no way I would move away from the West Coast unless it was to a sunnier location ie: California, Dominican Republic, Costa Rico etc, etc.

outdoor pools here you really only get to use may, june,july, august and even then some of those summer weeks are too cool. . the rest of the year you would need heating which translates to expensive!! Daily maintenance..too... argghhh!! Nice to have but a lot of work |
