No, a passport is not currently required. You must have the birth certificate. The people who said that if both parents are not in the car, you need a letter granting permission are correct. My husband's cousin got stopped at the border because she was traveling with her two kids but not her husband.

Assuming you are going to Canada from the US, you do not need passports, but you do need birth certificates for everyone.

An infant doesn't need a passport, but does need a birth certificate. Are BOTH parents travelling with the infant? If only one is, then that one must have a notarized statement from the other parent that they have permission to take the child out of the country.
This is a rule that has been enforced between both the US and Canada, to prevent victims of kidnapping or child abduction (especially in the case of divorced or estranged parents) from being taken across the border without the consent of the other parent.
Other than that, there are no special requirements for traveling with an infant.

you will need asigned statement granting permission, from both parents, and a birth certificate. They are tring to stop people from abducting children.

It is my understanding that all you will need is a birth certificate until the end of this year when we will all need to have passports.
