Birth Certificates are issued by the province and by the province you were born in. so hopefully you are asking about someone who was born in Alberta and lives in Edmonton.
Vital Statistics is the department you want. (Ontario is the main one that is different.) You can get all the Alberta details, regulations, forms and office locations online. Go there and download the form. |

He will need to produce identification. You go and fill out the form to get a new birth certificate at any motor vehicle registry, then in a few days it will be ready to pick up at the Brownlee building downtown, in the records keeping room upstairs. His parents dont need to come. at 19 he is a legal adult in Alberta. |

He can fill out a request form at any registry office. He will need some form of ID to prove that he is entitled to apply. (DL, Social Insurance, Health Care Card). It costs about $30 and takes about 10 days for the card to be mailed out to you. You have to be at least 18 to apply for a certificate. |

he can get a government photo id at any registry office which would make it a lot easier to get a copy of his birth certificate. |

i don't know if he can without any id's. does he have school records or something that proves he is who he is?
You just go into an office in your area that deals with this and fill out a form and it will take a couple months to process. |
