Funeral in Canada. Don't have a passport. What options do are available to be able to fly to attend it?

My fiance's grandmother died yesterday. She lives in Prince Edward Island in Canada. Her mom (a Canadian citizen/perm. resident of the USA) wants to attend the funeral in PEI. She currently lives in Oregon. However, she currently doesn't have a passport. I am trying to find out what she can do to be able to attend. I have looked all over travel.state.gov for an answer. Before I spend time on the phone, I would like to find something.
Additional Details
The funeral will be on 1/7/2008.

Julie gave you your best answer. You MUST have a passport to board any international flight now - these are part of the Western Hemisphere Travel Initiative (WHTI).

Some airlines will not even accept the booking, while others will only warn you that customs will refuse you, but still take your money.

My suggestion would be to drive her Vancouver, where she can catch a direct flight to Charlottetown PEI. The flight I saw was $269 one way, but that was for a seat sale.

You need a passport to fly. Sorry.

Maybe she could fly to the farthest north place in the US near PEI and rent a car; a passport isn't needed to drive across.

You must have a passport right now to travel between the US and Canada by AIR. Since your question applies to flying to PEI from Oregon you are bound by this. You do not yet need a passport to travel by ground between the two countries - but will very soon.

So she has two options:

1) Fly to the closest US airport, then drive to the funeral from there. Alternatively, drive to the closest Canadian Airport (Vancouver?) then fly to PEI. The latter probably makes more sense. Remember she will need proof of Citizenship and a government-issued ID. A Bus can also replace the driving part. You could also combine these, i.e. fly to Buffalo, New York, take a bus or rental car from Buffalo to Hamilton, Ontario, then fly from Hamilton to PEI.

2) Get an emergency passport. travel.state.gov has a page on that - you have to go to a passport office and wait in line. But that is for US CItizens. A Canadian Citizen will need to get a passport from the Canadian passport authority. That may mean driving to Vancouver.

Unfortunately there is no way to waive the cross-border requirement for a passport if you cross the border by air. So your fiance's mother needs to cross the border by land.

Also, she should get a passport.

I guess people don't know but you DO need a passport if you are flying. You do NOT need one if you are driving across.

I was at the airport a week ago and a lady was refused travel from Canada to the US for not having a passport. She ended up driving to Detroit and making her connection there. However, she kept saying something about being told she could and the guy said that without anything in writing she could not. So, I guess that under emergency circumstances, she may be able to get a letter from the Canadian consulate in the US. I think this is a better way than trying the US government.

You will need to call to be sure but I am 95% sure that she can cross the border without a passport so you could fly her to the border and then drive over without a passport.

I did hear that you don't need a passprt right now for flying into Canada I'm but not real sure about that (because applications are so backed up right now)

I'm sorry to hear that.

She is eligible for a passport form either country. Both offer emergency passports for such cases within 1 or 2 days. However, she has to go to the office to apply, and that rules out a Canadian passport as she would have to be applying from within Canada.

She does not need a passport to cross the boarder. And the rules are the same coming or going. She only needs a passport if flying across the boarder. So, you do have options of driving to Vancouver, BC and flying. Or flying to Eastern US and connecting from there.

You can use a birth certificate and state driver's license for now, however it will be wise to apply for a passport. U.S. law still permits Canadians to enter and leave the U.S. with these valid documents.

She doesn't need a passport to enter Canada, just her proof of US resident alien status (green card) or her Canadian birth certificate and gov't issued photo ID. She'll need a US or Canadian passport to return to the US by air, but she can drive across the border to return to the US without a passport. So, why not fly to Maine then rent a car and drive to PEI? A flight from Oregon to Maine will be way cheaper than a flight from Vancouver to Charlottetown ($400 vs $1400).

There is nothing you can do to go to canada without a passport. You need one to leave this country. A few years ago, it would have been acceptable without one, but you need to get one now. It sometimes takes a while, so be sure to get started soon. I wish you the best of luck.
