If you are crossing into the US by land (car, train or bus) then your drivers license(or another approved piece of id with your photo on it) and proof of citizenship such as your birth certificate, should be acceptable ID. If you are crossing into the US by air you require a passport. Given that tomorrow is Christmas I suspect your father is out of luck as far as getting an emergency replacement.

If you are driving I believe they are being lenient and will allow him in with his drivers license and proof of citizenship. flying, I don't think so.

You need a passport to get into USA. Go call Immigration and Passport offices and get at 24hr emergency passport. You need to show your flight tickets

I would suggest maybe going to an American embassy before leaving. Waiting after losing it for a while might not be the right way to go. They might give you some form that implies he lost it. I don't think you should wait.

you can make a new one but it usually takes a while to make it and you can't go into another country without it

Contrary to what these people say, you don't need a passport if you are driving between the us and canada. You just need proof of citizenship. They will allow you in on a drivers license, but it will take a little longer. If you fly it may be a diffreent story now, but I got through earlier in the year wiht a drivers licanse.

Birth Certificate will be the only other document you can use. Other than that your not going to Disneyland with dad.
Drivers licenses will not get him through the USA border checkpoint. Sorry.
