I've lived here all my life, and the rain is not a big problem, even if you don't have a car. you can get anywhere by bus or sky train.

I spent six weeks in Vancouver in the summer of 2006, and didn't have a car or driver's license. I got everywhere I needed to go just fine by using the bus and the skytrain. You shouldn't have a problem at all.

If your apartment is in the downtown core, you can walk to the downtown campus.
If you live in outlying areas, there is at least one bus that stops in front or near major location such as VCC.
It only rains a lot in winter, ---> nothing an umbrella can't fix.

VCC (downtown campus) is a 5 minute walk from Stadium station (right up the hill). As long as you are living near a station (bus stops are good, but by the actual station if you don't have a car is better), it is easy to get to. For the King Ed. campus, you just take the bus (99) from Broadway..it's about 5 mins away or 10-15 walking. The Alberni campus is basically right on clark station (I think..)
And yeah, it does rain a lot here so bring or buy an umbrella. If you are located walking distance from a bus stop/loop, transit station, you won't have to spend so much time walking around in the rain.
