Oh lord not the old "New York of Canada" thing.

U of T in Toronto is really good and UBC in Vancouver is too. Both are consistently ranked among the best in the world and have top notch scholars. Although you're saying high school, so I guess those are not in the picture.

If you want to learn French you'd have to go to Quebec, but that's not the place to go to learn English. If you really have to do both French and English I'd say Ottawa. Vancouver is bursting at the seams with ESL students (English as a Second Language) so that's a really good place to go. Plus uh it almost never snows. Snow bad.

On the other hand Toronto is just as international in flavour and isn't too awful in the winter (not as bad as Ottawa or pretty much anywhere in Quebec) and there is a TON of stuff to do, so it's always busy and lively.

Both are great. I think you'd do fine either way. :)

EDIT: Hey then you should consider Ottawa. It has a lot of English (Ottawa) and French (Gatineau) (they're sort of twin cities). Anywhere outside of BC pretty much is snowy!

University of Waterloo is continuously the highest rated in Ontario, but its more of a technical, research institution.

Since you'd be looking at both English and French studies, the University of Ottawa, and Carleton University would be well suited. Ottawa is a twin city with Gatineau, which is in Quebec, the French part of Canada.

Toronto seems to be a hot spot for international tourists, but if you really want to experience Canada, I would recommend Montréal since it's mostly a bilingual city where french and english clashes together unlike Toronto, which is mostly multicultural, so you might have a hard time getting to work on your french.

Are you a high school student now? It sounds like you are looking for a high school student exchange program. Many places in Quebec offer such programs. Since you are in high school you, or your high school, will need to make contact with a high school in Canada to set up such an exchange. It would usually mean that a student from Canada would live with your family, possibly to learn Spanish EDIT Portuguese!! :) Talk to someone at your school. Here is a link that may be a starting point for you. Best of luck with your plans.

PS I should have known it was Portuguese!!

Not just Toronto, but Southern Ontario in general would probably be great for you. There's snow, but it's not overwhelming

well, i've lived in canada my whole life and i know little to no french, you would have to live in Quebec to learn any french.

but, the centre of canada is really toronto, it's the new york of canada. the west coast with victoria and vancouver is the OC of canada. so pick what you want!
