A 15 year old is NOT allowed to enter Canada, on her own. Period.

Just saving money isn't enough. Since she is a minor she will have to be emancipated and the judge will want to ask her why. Some say that home life is unbearable and what not. If your friend says that she is moving to a foriegn country she is just going to be laughed at. Also, if by some ODD REASON she does get one, then she will need a passport and Visa to live. Also, she has NO IDEA what she is prepared for.
The cost of living is extremely high, and even without moving to a foreign country, you CANNOT get a place to live without references and CREDIT and no one is going to lease to a minor since they will believe she ran away or hiding from the law. Tell your friend to get a clue. It is ROUGH out there and the cost of living is so high right now that even I, who am older, had to move back home to save more money. Tell her to live the childhood while she can cause she will be in WAY OVER HER HEAD and it's best to enjoy life right now.
IF she did move out on her own, she is not prepared for the big bad world. Although there will be the thrill of excitement and of the chase, there are also dangers. She isn't prepared so it will open up to bad things if she is in the wrong place. Rape, Theft, Robbery, and other harrowing trials that are not meant for anyone. Tell her to ENJOY what precious time she still has. THINK of her options. And instead of moving to a foreighn country. She should do a foreign exchange program to see if she even likes that country and do a school program, that way it is temporary and if she doesn't like it, once the term ends, then she could always come back home without a permanent possibility. Who knows, afterwards if she did like it, then she could move. But she would need to be at least 18. |

In Canada, minors under 18 (or 19, depending on the province) have to live with a parent or legal guardian, unless they are wards of the government such as street kids in a group home. In reality, fifteen year olds on their own can't get jobs, and she would end up on the street be forced into prostitution. Canada is just as dangerous as any other country for minors on their own, and Europe is probably worse. Tell her it's a bad idea. |

She may think it's a good idea, but government authorities won't. A minor can not immigrate either to Canada or the Europe, on her own. She needs permission from her parents. |

If she got emancipated it might be possible. Even if Canada recognized her emancipation I doubt she would be able to get a work permit without at least finishing high school. The only sure ways to get into Canada uneducated are have a net worth of at least $800,000 and write a cheque to the government for $400,000. Or be an expert farmer and buy a farm.
I don't know about Europe. In the Netherlands sixteen year olds can have assisted suicides without their parents permission. It's a long shot but there might be a country that would let her in. |
