Toronto has traffic 24 hours a day, and its quite heavy from say 6 AM till 8 PM on weekdays. However, for _most_ of that time, traffic is moving fairly well. You can expect actual delays from about 6:30 or 7:00 till 10:00 AM, and from perhaps 3:30 till 7:30 PM. There can be delays at other times too, but there is always congestion related slowdowns in those times.

There is no such thing as rush hour in Toronto anymore, it use to be from about 4:30 to 6:30 pm........not anymore now it's an all day event...........

Toronto doesn't have a rush hour. The traffic is always really really heavy. If it makes more sense put this way : Toronto is Canada's New York City.
