Not having a credit card is not an issue. I don't have a credit card and I stay in hotels all the time. You just need to give them a cash deposit. This can vary between $200-$1000 depending on the hotel. In some cases they might lock the mini-bar or they might have different deposits for a lacked mini-bar vs unlocked mini-bar. I travel a lot and stay in hotels at least 4-6 times a month and have never had an issue with not having a credit card.
Under 18 I can't help you. I had no issue renting rooms when I was 17. I don't know what the rules are like now as they could have changed in the last16 years.

You likely cannot.
The reason for the age restriction is because you are entering into a contract, and in Canada, you cannot do that unless you are 18.
We now live in a cashless society and cash paying hotel guests are extremely rare in hotels. The biggest reason for this is the lack of ability of the hotel to get paid for damages, incidental charges, etc.

Excuse my naivete, but have you tried YMCA? It seems to be a chain of hotels catering specifically to young people with little money.

You need to have the hookup at the front desk or you can try having a friend over 18 pay for it, give you the key. You could also try saying you're from out of town and on your way home from a family event, funeral, ect.
