Toronto's Chinatown was very busy when I went (early summer). There isn't a lot of traffic, and there are a lot of street vendors. It's very cultural, I like it, but unfortunately it's a little run down.

It is always busy. There are always street vendors. It doesn't matter what time of the year you go. It is always that way.

Street vendors not really. But you will be welcome to alot of traffic and people hustling and bustling. Again, when you arrive, judge for yourself.
