If she was born in Calgary she is a Canadian citizen, and Quebec is in Canada, so all she would have to do is fill out the health care forms.. Otherwise, your question makes no sense. |

If your friend is not Canadian, then it is Canadian citizenship she needs to ask about. Quebec is part of Canada. |

hahahahahahaha Was there another referendum that I didn't hear about? She needs to become fluent in French! |

There's no such thing as a Quebec citizen. People in Quebec are Canadian citizens, just as people in Calgary are. If your friend has Canadian citizenship, she can live anywhere in Canada that she wishes. |

"Quebec citizenship" doesn't exist, moving to Quebec is just like moving to any other province, you need to fill out paperwork to get your new driver's license and health card, but that's all. |

If she's a Canadian citizen, she doesn't need to apply for Quebec citizenship. Quebec is part of Canada, one of its provinces, not a separate country. All she has to do is go live there. She doesn't need to speak French to live there though it makes things easier. |

Nobody has a Quebec citizenship. Quebec is part of Canada and so is Calgary. All Canadians have the right to live anywhere in the country. |

There is no such thing as provincial citizenship. You are resident of a province and can vote in a provincial elections, get a health card and drivers licence after you live there for a period of time. I think six months.
There are some politicians in Quebec that want to be like Texas and make new immigrants swear a separate oath to the province and some other BS but it has not happened yet. |

Quebec is a province in Canada, not a separate country. No having to take out any extra citizenship is required. |
