If you are in the places that 19 is legal drinking age; no, they wont. Doesnt matter if you are one day or 1 year from being 19; in the eyes of the law you are NOT legal age.

They should as long as you have id with your birthday and a picture. i don't think that they even ask half the time.

If they card you before midnight on the 19th, they won't let you. However, if you aim to arrive at the bar after midnight, they'll serve you for the next 2 hours until last call.
