Madre is right.

For Canada: Passport or proof of U.S. citizenship such as a birth certificate, naturalization certificate, and photo ID required. Minors (under 16) traveling alone or in someone else’s custody must present written authorization, signed before a notary, from the parent(s) or guardian. Visas are not required. Canadian immigration officials at ports of entry will issue persons planning to stay longer than 180 days a visitor’s record.

New US law says that you don't need a passport for land travel (you will soon). If you are a minor, no one expects you to have a license. Health card and birth certificate is ok. If you are an adult (and don't plan on getting a drivers license in the near future) you should get some provincial ID. I don't have a car, but I keep my license as ID just because it makes life easier.

I believe you can if you are crossing by land. As long as you have government-issued ID you should be okay. In my experiences they are tougher on you re-entering Canada than leaving it. Having your birth certificate is a must.

Your (enter province here) Health Card is for health care only. Do not show your card or give your health number to anyone except a health care provider when you receive health care.

This means it is illegal to use your health card as a form of identification.

You CAN get a photo ID through the Department of Motor Vehicles that is NOT a driver's license (at least in Ontario, NB, NS, and NFLD). It may take a day or two, but you basically have to show up with your birth certificate and something that says you are who you say you are. Having someone (like a parent) vouch for you is usually sufficient.

In my personal experience, using the health card to get back INTO Canada is difficult at best and impossible at worst.

For Mexico: *Passport, or proof of citizenship (such as original birth certificate or naturalization certificate) and photo ID. Tourist card is required. Tourist card valid 3 months for single entry up to 180 days, $20 fee, requires proof of U.S. citizenship, photo ID, and proof of sufficient funds. Visa not required of U.S. citizens for tourist/transit stay of up to 30 days. Obtain tourist cards in advance from Consulate, Tourism Office, and most airlines serving Mexico upon arrival.

A birth certificate can get you across the border by land, I've done it more than once. And I am a minor, so I don't have a drivers' license.
