Booster (car) seats are required for children under the age of eight, weighing more than 18 kg but less than 36 kg (40-80 lbs) and who stand less than 145 cm (4 feet 9 inches) tall.

A child can start using a seatbelt alone once any one of the following criteria is met:
the child turns eight years old;
the child weighs 36 kg (80 lbs); or,
the child is 145 cm (4 feet 9 inches) tall.

wendytischler
The law in Canada is to harness until 40 pounds, but all of the harnessed seats only go to 48 pounds (due to Transport Canada's definition of a child being someone less than 49 pounds). If she's above 48 pounds she'll need a booster seat, there's no way she's big enough for a seatbelt designed for your average adult male. If she's less than 40 pounds she needs to be harnessed. If she's between 40-48 pounds then it's up to you or her mom if she's harnessed or in a booster. But she needs *something*.

She probably needs a booster seat. But call the police community services number and ask. You'll be certain that way that you're getting the correct answer. They'll also be able to tell you where you can rent what you need.
