Yes and No.

If you are flying from Canada directly to Mexico, as at Feb 2007 you still do not require a passport to enter Mexico.

However, if your aircraft has to make any stops in USA along the way (if it is not a direct flight), then you will be required to be in possession of a valid passport, since they have introduced regulations that require Canadians to now have passports when entering the US.

It is recommended (but not required) by the Mexican consultate that you have a valid Canadian passport to use for identification, as it is the only universally accepted form of ID and will reduce the possibility of delays and misunderstandings.

You will also have less difficulty when returning to Canada if you have a passport, although a valid driver's license or other photo ID may also be used.

Anytime you travel from country to country, you will need a passport.

Cariad
Off the Passport Canada website:
Planning to travel to the U.S. or Mexico?
Although the Government of Canada recommends that Canadians travelling to any destination outside of Canada carry a valid passport, it is not mandatory to do so for travel to Mexico. To date, there has been no policy change requiring Canadians to travel with their passports to this destination. However, you must have sufficient identification to satisfy border officials of your identity and citizenship.

It is recommended that you consult your travel agent, the embassy or consultate of the country you plan to visit or Foreign Affairs and International Trade Canada's Travel Reports for travel document requirements

In general it IS better to have a Passport than not. If you are in Mexico and lose your drivers license for ID, it can only be sent to your home address. That leaves you without ID. A passport can be sent to a Canadian Consulate.
