I suspect you may not be able to do so. Some parts of Canada depend very heavily on the potato industry, and potato blight is very feared, so the importation of potatoes is strictly controlled. Here are a couple of links that may help you figure it out. If you want to be sure contact the Canadian Border Services Agency and they will be able to tell you.

ask the post office. canada has food restrictions like the UK and US, but UK and Canada are more lenient than US. maybe food could go there, but a permit maybe? why do you need potatoes to canada?

No. Living plant material is controlled as it can bring disease into the country.

There are very strict import regulations on fresh fruits and vegetables. Check with the Canadian consulate in the UK for exact details -sometimes it's as simple as ensuring that there is no dirt clinging to the roots of a plant, other times it's absolutely forbidden. It really depends on precisely what you are planning to send.
