Similar to the US and South America theorists are unsure as to when people truly settled in these regions. The dates span from 10,000 years ago to 40,000 and with the findings of new Clovis points and such further south the Bering Strait concept is now rendered debatable as well.
As far as European contact that is also debatable as experts and researchers are unsure as to when and how often the Norwegian groups (Vikings and such) came though they have clear evidence that they did come well before the Columbus and Post Columbus expeditions.
As far as the Columbus and Post Columbus colonizations, that started roughly 1497 when the coast was stumbled upon but the first permanent European settlement was by the French in the 17th century.

Basque cod fishermen were working the Grand Banks years before any other Europeans, though precise dates are not known as they kept the source of the fish a secret. Throughout this time they were curing the fish on the shores of Newfoundland and Nova Scotia.
It is also thought that the Vikings discovered Canada c.1000 A.D. Eric the Red sailed as far as Greenland and his son, Leif Ericsson, sailed to the shores of Newfoundland, staying a winter before returning to Greenland.

1490: English fisherman were probably visiting the Grand Banks to fish and possibly had landed along the shore of Atlantic Canada.
