Depends on where you're going - I assume you're heading to the Prairies, northern Ontario or the Territories - since -30 weather is very unusual anywhere else.
Columbia and North Face have some good jackets and you can get some good deals from January through April, or even on Boxing Day (Dec 26) at retail stores.
Susan is right - MEC is overpriced although their quality is good.
It's really not that complicated if you keep a few basic things in mind:
1. Layer your clothes
2. Do not wear cotton or cotton blends. Yes, many Canadians wear cotton hoodies on the street, which is fine if you're dashing from your car to the store, but they are not for winter. You can find polyester fleece hoodies but they are more expensive.
3. Get a pair of nylon wind pants or ski pants that are baggy enough to pull or zip over your normal pants. There is nothing worse than wearing cotton jeans with a biting wind whipping through them. Even long johns cannot stand up to the wind.
4. Wear mittens, not gloves - and try to buy an oversize pair of insulated mittens so that you can wear a thin pair of gloves underneath for added warmth. Even the warmest mittens out there are not warm enough, sometimes. |

You have to look for a jacket depending on where you plan to be. If you are in Ontario or East, its wind chill and humidity, not really the temperature. A tighter fit with waterproof outer is better. If you are in Alberta or prairies, its really cold but dry. Some times it may not feel as cold as it actually is. But dont be decieved, you may get frost bites.
Best bet is look in at Marks warehouse or even Walmart or Bay or Zellers. $150 is a reasonable budget and you should be able to find some thing decent for that price.
If you are planning to be in Canada just once never to return to any where as cold again, you might want to try some of the flee markets. You will definetly find a decent deal for $49 or even less. |

As with the above poster, it depends on where you are. I live in the Vancouver area and the key is waterproof. I wear a sweater with a waterproof spring jacket overtop and I'm more than warm enough. It rarely gets to -30 here.
Mountain Equiptment Coop has some good warm jackets, but I personally believe they're overpriced. |
