YES people from certain countries do need a letter of invitation,check with the Canadian embassy if you need one
I don't know how you will get one if you do not know anyone living in Canada

Normally Canada only requires invitation letters from certain countries and if you are planning on staying for an extended length of time (i.e. longer than a brief holiday). What country are you from and how long do you plan on staying? You could always check with the Canadian Embassy in the country you are currently residing in to see what the exact stipulations are.

Letters of invitation are generally required for people intending on staying in Canada for long periods of time. If you are coming as a tourist, all you should need is:

1) A valid passport or other travel document
2) A travel visa (if coming from a country from which Canada requires visas)
3) Sufficient funds for the duration of your stay
4) Convince the customs officials that you will be returning home at the end of your stay. This is to try and avoid illegal immigration where people say they are coming as a tourist and then refuse to leave.

In some cases, you may also need a medical exam and a letter of invitation, but these are only usually required in certain cases.

For example, a medical exam may be needed if you are coming from a country that has known cases of hepatitis, AIDS, and other diseases that may affect the Canadian population, or if you appear to be ill or in poor health.

A letter of invitation is generally used only to boost the chances that you will be allowed in the country. It is not a legally binding document and is only meant to assist the customs officials in determining if they should grant a visa or not.

Did the Canadian government officials tell you that you would need an invitation? In that case, you would need to try to find out why, or simply not come to Canada since it is obvious they do not want your tourist dollars here.

Find a specialist travel agency who deal with Visa's etc. quite often they can do the letter for you. It's the same deal for Russia.
