Vancouver is a FANTASTIC place to live and to raise a family. Housing is incredibly expensive though, so be prepared to rent, or buy in the suburbs. The health and education systems are world class. The economy is quite good, but make sure that you make enquiries about your specific employment prospects and don't assume that any professional qualifications you have will be honoured or respected in Canada. The weather is very mild all year (rainy, cool winters and sunny, warm summers). Violent crime is not a big concern, especially in the Hispanic community. As for the best neighbourhood, I would say, for a family, the North Shore is the best (North Vancouver or West Vancouver). There is a small but vibrant Spanish-speaking community in Vancouver, but a great need for good Mexican restaurants! East Vancouver is one area I wouldn't reccommend living in, and Surrey has a high crime rate. Other than that, I'd say everywhere else in the Greater Vancouver area is nice!

Que Suerto! Vancouver is an excellent choice. If you are looking for a job, there is a terrible shortage of workers in the construction field -- carpenters, plumbers, framers, etc. Not just in Vancouver, but throughout the province.
Housing is expensive in Vancouver, but there are areas on the outskirts where the costs are not so high. Schools aren't a problem, there are very good schools throughout the Lower Mainland (that's an area from Hope down to Vancouver and includes the Howe Sound area, up toward Whistler and Pemberton.)
It's hard to recommend anything specific without knowing a lot more details than you probably want to post on an open site --such as your finances, your training, your background etc., but in general, you shouldn't have a problem finding either work, accommodation, or a good school for your child. Your English is excellent, and that will be a big plus in your application to become a permanent resident.

Open up a resturant, no matter what anyone tells you the mexican food here is bad. they have no idea what Carna Asada is. We have to drive to Bellingham to even come close.

the best area for living will be lougheed town centre, you will be surrounded by easy access to canadian super store, wallmart, london drugs, and public transportation too, it's also close to IKEA-the place to buy house furnitures.
