100% Legal? No? A shop in Vancouver did that for awhile. Soon after it opened, the police raided the place and threw the owner and staff in jail for trafficking. The city took away their business license.
I would advise staying away from such hot spots if you are a tourist. Because it is tough to know foreign laws, and being charge internationally could really change your life.
Although there has been talk of change, Canada has not changed any Marijuana laws other than for medical purposes with a prescription.

not really true - in fact technically weed is not even decriminalized..
HOWEVER
cops will rarely do much if you have under 30 grams (in fact - I knew a guy who was busted with a sizeable grow op and walked with a fine.).. attitudes do differ from province to province and city to rural and cops can charge you at your discretion .. so its not without risks... but in a city like mine (Vancouver) that has one of the largest open drug markets in the hemisphere - cops are far too busy trying to cope with crack-zombies, speed freak tweakers, junkies and the associated property crimes to deal with recreational dope smokers.
No you cannot buy weed in Canada legally. There was a coffee shop in vancouver that was allowing customers to bring in thier own weed and to use thier smokeless smoking systems while having coffee in thier establishment but it was closed down several months ago by the courts.

No, the laws were changed so that being in possesion of small amounts isn't a criminal offense, but purchasing it is still illegal.
