the baby can a canadian birth certificate but if the parents are not residents of canada having a baby in canada will not allow them to stay in canada

Before you post anything else I'd suggest you get a new keyboard, one with all the letters because it's very hard to read what you typed with the one you have now.

And to answer your question, yes, if a baby is born in Canada it gets Canadian citizenship and you can apply for a Canadian passport for the child. That does not mean however that the citizenship will automatically transfer over you to and the babies other parent. There have been cases where illegal immigrants to Canada have been deported even though one or more of their children has citizenship. Of course, it's up to the parents if the child goes with them (they normally do) or stays here in Canada with other family or friends.

It used to be that a child born in Canada was automatically granted Canadian citizenship, but there are more restrictions now. If, for example, a pregnant woman came to Canada on a tourist visa and gave birth, that child would not necessarily be given Canadian status.

Yes the baby is Canadian if he/she was born to a mother and/or father who is Canadian OR refugee OR immigrant. Visitor may or may not be able to register the child as a Canadian.
