The further north you go the colder it gets. But yes, all throughout Canada it is cold in the Winter with snow. Some days not as cold as others but still fairly chilly.

That depends on where you are. Some parts of Canada are very cold, every winter, other parts of Canada often manage to get through the winter with no snow - just a couple of days of frost.
But palm trees don't grow wild in Canada, and that probably tells you something.

It's always cooler in the winter than the summer, regardless of where you are in Canada, but I hardly consider Vancouver winters to be cold (the don't even get snow most years). Then again, I was born and raised in Southern Ontario, so I'm used to colder temperatures.

It really depends on what you're used to.

Yes it ALWAYS is. If you're trying to escape the winter in you're country because it's too cold, Canada isn't exactly the best place to visit to get that summer tan in winter.... But in summer it's actually really great because it is hot, but not hot enough that you have to stay in all day because of the extreme temperatures. So visit in summer, not winter!! Of course, this is only Toronto. In somewhere like Nunavut, I highly doubt that there are many vacations for the hot weather... :P

It depends what you consider cold and where you're thinking of in Canada. Nowhere that I've been is always cold by my standards, but I haven't been to the Territories.
