Natural. It's the river that allows water from Lake Erie to flow to Lake Ontario. There is a cliff between the two lakes and that cliff makes Niagara Falls.
It continues to move back toward Buffalo a little bit each year.

Actually Niagara Falls is both natural and artificial, Niagara falls exists because of natural forces but in the last century it has been altered dramatically by people so the niagara falls you see today is not the natural niagara falls you would have seen a hundred years ago. Atleast 50% and most of the time 75% of the water that would flow over niagara falls if it was left to nature infact does not flow over the falls anymore but rather is diverted to the hydro electric dams down stream, further people have altered the water that is left to flow over the falls to make it more even, if it was left to nature more water would flow over the falls in the middle and less at the edges, they alter it so it looks better. So yes niagara falls is natural but it is not 100% natural because of these alterations humans have made over the years
